The Vendor is required to provide a solid foundation and a clear opportunity to modernize and better align with today’s administration needs.
- Core systems such as Diamond/Microsoft GP, web-based payroll timesheet, M-Files, ReQlogic (PO), Questica (Budget), CityWorks, and ArcGIS are widely used and already support many critical municipal services.
- these systems have grown organically across departments, which means there is significant upside in simplifying the landscape, improving cross-functional process integration, and reducing manual effort.
- Today, much of the data movement between systems is handled manually through spreadsheets and local flat files import/export. While this approach has allowed teams to maintain operations independently, it highlights an opportunity to move toward centralized data management and more automated workflows to support AI and improve decision-making ability using data.
- Integrated system to be used by Town’s departments under service level. Enhanced resident trust and reduced complaints. Reduced operational costs and improved service turnaround times.
- Accurate financial performance dashboard (business intelligence dashboard), reporting, accounting, and billing processes.
- Integrating existing overall business systems ecosystem to reduce cross-system manual works.
- Establishing a future state master data management (MDM) strategy and improve system architecture governance.
- Enhance internal Business Analysis, QA functions, and problem management processes.
- Resident Online Portal (website): A resident online portal to provide convenient access to services, enhancing user experience and engagement.
- Provide change management support, training and procedural documentation
- Streamlined digital permitting and approvals; easier access to Town data; faster decision-making for investments.
- Electronic records management system; searchable archives; improved compliance.
- Digital collaboration platforms; better data exchange; faster funding applications
- Provision of annual property assessment services and supplemental property assessment services as part of property taxation processes.
- Bill generation and collection on outstanding accounts; Collection of commercial and industrial payments; Residential and Non-residential accounts are billed monthly; Utility accounts are set up upon notification; Payments can be collected in person, online, or via preauthorized payments.
- Coordination of capital budgets and forecasts; the capital budget is finalized by the end of the calendar year.
