The vendor required to provide automated fingerprint identification system - real-time identification (AFIS-RTID) solution that supports booking, investigative, and identification workflows while meeting current and emerging technical and regulatory expectations.
- Proponent to supply, implement, and support a modern AFIS and RTID system that replaces the current aging environment and eliminates existing functional and operational limitations.
- Solution delivery and core responsibilities
• Deliver a fully operational AFIS and RTID solution that replaces agency legacy on-premises systems and meets all business, technical, operational, and requirements.
• Provide all software components, including core AFIS-RTID functions, workflow engines, matching services, audit and reporting capabilities, administration modules, and required integration components.
• Ensure the solution is scalable, fault-tolerant, secure, and compliant with federal, provincial, municipal standards and agency policies.
• Provide complete documentation, including architecture, configuration, data models, security controls, network diagrams, and operational runbooks.
- Cloud hosting and environment management
• Provide a production cloud environment and all required supporting environments (including UAT, training, staging, and disaster recovery (DR)) to host the AFIS-RTID solution.
• Maintain cloud security controls, access management, encryption, audit logging, and regulatory compliance.
• Provide environment provisioning, updates, patches, version upgrades, and ongoing cloud infrastructure support through the contract term.
- Hardware provisioning and replacement
• Supply all required hardware to refresh equipment, including live scan stations, cameras, scanners, printers, palm capture devices, and related peripherals.
• Replace all equipment listed by agency as requiring refresh unless agency approves retention and device is confirmed fully compatible with the new solution.
• Provide all equipment installation, configuration, testing, calibration, and certification necessary for the solution to operate effectively.
• Provide warranties, vendor support, and maintenance coverage for all supplied hardware.
• Provide secure decommissioning of all replaced equipment, including certified destruction, following agency and legislative requirements.
• Ship all hardware DDP (incoterms 2020) to agency -designated sites, ensuring the vendor retains responsibility for all transportation, costs, insurance, and risk of loss until delivery is completed at the agency location.
• Perform full unpacking, placement setup and physical installation of all supplied hardware at the agency sites identified during implementation planning.
• Remove and dispose of all packaging material, pallets, cardboard, foam, and any associated waste generated during delivery and installation, in accordance with agency and municipal disposal requirements.
• Provide all tools, cabling, peripherals, and mounting and anchoring materials necessary to complete onsite installation.
• Coordinate delivery and installation activities with agency implementation schedule to minimize operational disruption.
- Integration with agency and external systems
• Provide all services necessary to integrate AFIS-RTID with agency systems, including but not limited to:
o Records management system (niche rms)
o Agency local AFIS database
o Live scan and card scan capture devices
• Provide all interfaces and adapters to federal systems.
• Support interface configuration, testing, certification, troubleshooting, and long-term maintenance for all integrations.
- Data migration and conversion services
• Extract, cleanse, convert, validate, and migrate all existing AFIS and RTID data into the new system.
• Support migration of biometric data, NIST records, match history, reference tables, and associated, metadata.
• Provide end-to-end verification, reconciliation, audit logs, and post-migration validation.
- Business continuity and transition management
• Maintain uninterrupted booking and investigative workflows throughout the project timeline.
• Maintain full operational stability for agency front-line and investigative units during cutover.
• Provide a phased migration plan, rollback options, and business continuity safeguards.
• Provide transition planning and support for live scan and card scan cutover and AFIS-RTID operational switching.
- Implementation, configuration, and customization
• Provide a complete implementation methodology, schedule, and project plan.
• Configure workflows, access controls, roles, match rules, automation, and business logic to meet agency operational requirements.
• Identify all required customizations or development work in their proposal and price them accordingly (no post-award change requests for known requirements).
• Recommend enhancements that may be included as broader product improvements.
