The vendor required to provide training and support of an optical scan vote tabulation system; (part 2) deployment, service, training and support of an internet based voting platform (also referred to as the on-line voting system) for the municipal election of 2026 and the possibility of the 2030 municipal election.
- Goals
• Compliance with the municipal elections act, 1996 and amendments thereto
• Enhancing the efficiency of the voting process;
• Protecting and improving the integrity of the election process;
• Providing for greater access to independence in the voting process for persons with disabilities;
• Providing access to election information in various languages and in a manner sensitive to city diverse cultures; and
• Ensuring certainty of results and efficient and effective operations support to maintain a high level of the city of customer service to electors.
- Vote tabulation system
• Provide support throughout the election process as required including media and candidate education and demonstration of technology; city staff and temporary election official training; onsite support and telephone response; online tabulator testing and verification processes, (including a “mock election” exercise), recount and other post-elections activities as required.
• Online voting system must ensure a one-step to register and vote.
• Provide live “help desk” support, internet and phone “help” guides for voters using online voting option during advance and election day voting.
• Online system must ensure that the votes are verifiable.
• Online voting system must ensure that vote was actually counted.
• Online voting system must ensure that a voter can only vote once.
• Online voting system must ensure that a voter’s choice cannot be reversed engineered from the ballot.
• Online voting system must ensure that a vote is secure from tampering
• Online voting system must prevent ballot modification by 3rd party.
• Online voting system must not allow vote buying and selling.
• Online voting system must protect from intimidation and recording of voter transaction if voter is using a public machine to access online
• Online voting system must not allow on screen electioneering (marketing by way of top pop-ups which may influence the voter)
• Online voting system must provide for secure identification and authentication of the information transmitted on the system.
• Online voting system must protect the privacy, anonymity, and integrity of each elector’s ballot.
• Online voting system must prevent the casting of multiple ballots via the online in an election by any elector
• Online voting system must provide protection against abuse, including tampering, fraudulent use, and illegal manipulation by electors, elections officials, or any other individual or group
• Online voting system must include control logic and data processing methods to detect and report errors and provide a correction method and message. i.e., an incomplete vote whereby all mandatory fields have not been entered.
• Online voting system must provide system-wide security procedures from turn on to turn off.
• Online voting system must prevent modifications of the voter’s vote after the ballot is cast.
• Online voting system must have a secure mechanism for ensuring that all ballots cast are for that poll and that no external, unauthorized or “rogue” ballots or votes are cast.
• Online voting system must include an audit log that records in the sequence that the steps were performed by the voter.
- Support and services
• Online voting system, must ensure 99.99% uptime during advance and election day voting. must provide reasonable and escalating financial credits for non-performance for 1st, 2nd, and 3rd, occurrence.
• Provide a proper data center environment, including ac, ups, and fire solution or provide HW and SW to be sited the city.
• Responsible for data protection, data backup and data security.
• Provide evidence that they are meeting the obligations of data protection, data back-up, and data security upon the request of the city.
• System (s) (tabulation and online voting) must have the ability to limit security rights to users based in duty and task-based permission and user profiles.
• Online voting system must be able to accommodate concurrent use of at least 30% of the city of approximate 37,000 eligible voters with a max response time.
