RFP Description

The Vendor is required to provide a fully integrated Learning Management System (LMS) and Student Information System (SIS) enterprise solution.
- This project, driven by the Behavioral Health Aide (BHA) Program's need to replace its end-of-life system, aims to implement a scalable platform that will serve the BHA Program initially and have the capacity to expand to other for use by other divisions at the agency.
- The solution must resolve critical inefficiencies caused by the current separation of the LMS and the SIS (Genius), which results in manual data entry, a poor user experience, and a lack of administrative data and control.
- Key objectives include:
•    Eliminate manual processes: automate the flow of data between the sis and LMS, specifically for student enrollment, progression, and grading.
•    Enhance administrative control: provide agency with full administrative access to manage users, courses, and system configurations, and to generate custom reports and analytics.
•    Improve user experience: create a seamless experience for trainees, instructors, and supervisors by consolidating academic activities into a single platform. 
•    Support data-driven decisions: implement robust reporting and analytics to monitor learner engagement, track progress toward certification, and measure program effectiveness.
•    Ensure scalability: establish a platform that can scale to accommodate other community programs (e.g., community health aide program - chap, dental health aide - DHA) and online trainings across community.
- Provide and implement a fully functional, cloud-based, integrated LMS/sis solution.
- Key deliverables include, but are not limited to:
•    A configured and branded instance of the proposed software.
•    Successful migration of existing BHA course content, user data, and historical records from the current blackboard LMS and genius sis.
•    A fully integrated SIS within the LMS platform, capable of handling student registration, payment processing, academic records, and certification tracking.
•    Comprehensive administrator, instructor, and end-user training programs and materials.
•    Detailed technical and user documentation for the system.
•    Ongoing technical support and maintenance services as defined in a separate service level agreement (SLA).
- System configuration and integration
•    Configure the LMS/SIS platform according to agency requirements as detailed in the "vendor capabilities matrix" from the project plan (e.g., payment rules, learning paths, affiliations, reporting).
•    Apply agency branding and customize the user interface.
- Data and course migration
•    Develop and execute a secure plan for migrating all historical student data, academic records, and user accounts from the genius sis.
•    Develop and execute a plan for migrating all existing BHA course content, assessments, and materials from the blackboard LMS.
- Testing, training, and deployment
•    Conduct user acceptance testing (UAT) with agency staff and stakeholders.
•    Develop and deliver customized training programs for system administrators, instructional designers, instructors, and end-users.
•    Manage the "go-live" process for the BHA program.
