RFP Description

The Vendor is required to provide a human capital management system solution to enhance HR operations, improve the employee experience for all employees, ensure continued compliance, and support strategic decision-making within human resource (HR) and payroll experiences at college.
- The software solution should at a minimum, provide a comprehensive, user-friendly single SaaS platform to include payroll/employee tax system/process functions to support agency HR and Payroll departments in Core HR Information System, Applicant Sourcing & Tracking, Interviewing, Offer Process, Employee Onboarding, HRIS Data & Reporting, Learning, Performance Management & Development, Compensation planning and administration, Time/Leave Management, Succession Planning & Development, Engagement, Benefit Administration, Payroll/Tax Processing, Integration with the Ellucian Banner for accounting data as well as other outlined systems the college uses.
- provide insight into innovations for achieving efficiencies and simplifying the user experience with capabilities found industry leading technologies that are not available in the current solutions.
- System must be robust/flexible enough to allow for custom report writing, creation of upload files and interface exchanges. Highlighting automation of these reports to other systems/sites through an SFTP site.
- Software System utilizes employee and manager self-service portals and detailed reporting capabilities to facilitate payroll for compensation for multiple contracts and/or assignments (e.g., faculty compensation during summer, full time staff and adjunct employee).
- Software System allows for recurring payroll ACH runs and manual payroll processing such as processing a check or direct deposit outside the regular payroll process (off-cycle/on-demand). Multiple ACHs.
- Software System handles automated user provisioning or DE provisioning for college system access for employee accounts and integrates with active directory utilizing Microsoft Active Directory and/or Microsoft Entra.
- Software system enables dynamic data archival, data retention and record management capabilities.
- Software System handles functional user permissions (HR, Payroll, Finance, Academics) within the proposed tool to ensure they only see the data and information their role should see or have access to manage.
- Software System will provide user audit report logs and reporting (i.e., exception reporting, user access logs).
- Software System provides the ability to document and record all of the personnel actions attributed to the employee, including, but not limited to, hire, dismiss, layoff, promote, demote, etc.
- Software System provides employees and managers self serves capabilities reducing employee’s reliance on HR for common transactions/updates.
- Software System manages and automates the unclaimed wage processes to include, but not limited to, automated process to contact employee/former employee regarding uncashed check, automate void of stale dated check, automate reissue of check with current date, and for those we do not hear back from, automation of process to move funds from payroll/HR system to financial system to state system.
- Software Systems method and frequency to provide updates regarding tax chart changes for states, localities, and other special taxes including any special withholding taxes.
- Software System is able to generate 941 quarterly reports and other compliance reporting filings.
