RFP Description

The vendor required to provide electronic adjudication management system (EAMS) modernization initiative and represents the claims management component of the overall EAMS modernization effort.
- Requirement:
•    Procuring the claims tools licenses and transfer to department as soon as the contract is awarded 
•    Implementation of a cot’s workers' compensation claims management platform 
•    Support for uninsured employer benefit trust fund (UEBTF) claims processing 
•    Support for subsequent injury benefit trust fund (SIBTF) claims processing 
•    Integration with department google cloud platform (GCP) enterprise data lake to integrate various operational data and deliver trusted analytics for claims management. 
•    System configuration and customization (as needed) 
•    Collaboration with data migration vendor for successful claims data (structured and unstructured) migration from legacy EAMS 
•    Training and knowledge transfer to department staff 
•    Ongoing maintenance and support services
- Current EAMS system state
•    Current system: EAMS, deployed in 2008
•    System age: 16 years old (technological end-of-life)
•    Cases managed: currently comprises approximately thirty thousand (30,000) active cases
•    Payments processed annually: approximately two hundred thousand (200,000)
•    Availability requirement: 24/7 access for external stakeholders
- Strategic objectives:
•    Replace aging EAMS technology to eliminate security vulnerabilities and maintenance challenges
•    Provide unified platform for claims benefit administration (reducing dual-system complexity)
•    Enhance stakeholder experience with modern mobile and web interfaces
•    Enable rapid regulatory adaptation through low-code configuration without vendor dependency
•    Improve operational efficiency through automation (such as ai) and intelligent workflows
•    Leverage cloud infrastructure by deploying on department standardized google cloud platform (GCP) platform
•    Support state equity agenda through accessible, multi-lingual, equitable service delivery
•    Reduce total cost of ownership through configuration-first approach vs. custom development.
