RFP Description

The Vendor is required to provide for electronic measuring technology and compatible data entry software that can be used on-board fishing vessels to collect, display, and submit complex fisheries data in real time.
- The goals of the observer project include the following: 
o    Collect fisheries-dependent information directly filling needed data gaps unable to be measured by other surveys including discarded fish lengths, discarded fish conditions (including barotrauma, hook injury, and swim condition), fisher gear information, angler behavior, time fished, and specific location; 
o    Model post-release mortality utilizing conventional dart tags in tandem with discarded fish conditions; and 
o    Analyze fisheries trends over large spatial and temporal scales that spans all of the state coasts and several other states, as well as over a decade of continuous sampling.
- Ability to store combined data in a csv file that can be easily submitted to a cloud-based drive accessible by multiple users.
- Software in the form of a downloadable application that can be accessed using the tablet and a web browser on a laptop.
- Data fields fully customizable, including field name, entry types (drop-down multiple choice, free text, numbers, dates, times, etc.), and functions such as automatic conversions, calculations, stopwatches, and GPS positioning. 
- Automatic conversions could include entering data as standard but stored as metric (ex: depth entered in ft., stored as meters). 
- Calculations could include automatic adding or subtracting fish times based on a series of start and stop times entered so save on calculation errors and time.
- A stopwatch function that can be started and stopped for station and/or angler level that would record discrete times on the backend and automatically determine total fish times.
- Table displays and edit functions are key for seeing data as it’s entered and being able to edit it in real time if needed; some data like rig info is best displayed in a table so that the observer doesn’t have to memorize data values and can use it as a reference.
- An easy-to-use user-interface comparable to the ease and flexibility of “pen and paper” manual data recording. This includes but is not limited to: multiple tabs and pages with navigation buttons, data fields that can be edited after entry, table displays to show entry and assist with data tracking, and user tool functions such as prepopulating fields, sticky fields, copy and paste, apply-all functions, and conversions.
- Multiple tabs would organize the 4 different data levels, keeping them separate but connected. Navigation buttons such as adding new rows within each level and moving between windows/tabs.
- Budget: $90,000.00
