RFP Description

The vendor required to provide enterprise case management system of the enterprise permitting platform to replace the city’s existing application for licensing, permitting, inspections, and enforcement.
- Requirement’s analysis and design services
•    Provide requirements analysis, validation and design services that ensure that the city’s functional, technical and security requirements are implemented in the Clariti enterprise permitting platform and validate that the functionality and future state business processes are properly configured in the system.
•    The results of the interviews, workshops, and surveys in future state business process documentation that is written in business language and clearly conveys to the city’s end users how their business processes will be configured in the system.
- Software provisioning, installation, and configuration
•    Provision and install the Clariti enterprise permitting platform in a development, test, and production environment.
•    Provide access to all identified city stakeholders and work with the city project manager to determine the proper security roles and permissions to administer and operate within the application.
•    Responsible for maintaining the required and updated software packages and versions throughout the life of the implementation and shall conduct any necessary regression testing to ensure development is not impacted by software updates.
•    Provide a configuration management plan that defines the strategy, standards, and procedures that will govern how system configurations are created, tracked, and maintained throughout the implementation of the Clariti enterprise permitting platform.
- Organizational change management (OCM) services
•    Assist in the establishment of new business processes or the modification of existing processes. 
•    This will include the streamlining of the activities and the systems currently used to perform operations, while also introducing new roles and responsibilities across the various functional areas.
•    Perform a series of assessments and provide a recommended strategy to guide the city’s stakeholders through the challenging process of accepting and deploying new technology.
•    Provide recommendations, training, and support to the city in leading business processes and organizational change management activities.
•    Assess the effectiveness of ongoing business process and organizational change management activities and provide recommendations as part of an organizational change management effectiveness assessment.
